HANYS’ Behavioral Health Task Force

HANYS’ Behavioral Health Task Force is charged with developing and recommending policies to the Association on issues relating to the provision of mental health and chemical dependency services, including but not limited to, financing, legislation, regulations, and state and federal policy.

A major component of this meeting's agenda will be a discussion related to hospital readmissions. Reducing unnecessary hospital readmissions is a major component of both state and federal health care reform agendas. The Governor’s proposed 2010-11 budget authorizes the Department of Health (DOH) to link Medicaid payment rate reductions (including behavioral health) to qualityrelated measures pertaining to potentially preventable readmissions and complications. The methodology is yet to be developed but is expected to reduce Medicaid payments statewide by at least $49 million in SFY 20102011 and by at least $108 million in SFY 20112012.

In addition, the tentative agenda also includes:

  • the Governor’s proposed 2010-2011 state budget;
  • the federal budget, and the status of federal health reform; and
  • an update on OMH and OASAS activities, including the new inpatient psychiatric methodology and the outpatient clinic restructuring to Ambulatory Patient Groups (APGs).
