Medicaid Waiver Information Meeting with DOH

This meeting with DOH on New York’s proposed Medicaid Redesign Team (MRT) waiver is intended to help health care providers strategize and prepare to submit projects for the waiver’s Delivery System Reform Incentive Payment (DSRIP) program.

HANYS, Iroquois Healthcare Alliance, Rochester Regional Healthcare Association, Western New York Healthcare Association, and the Suburban Hospital Alliance will host this meeting with DOH and other health care provider stakeholders from long-term care, home care, primary care, and behavioral health to discuss strategies for collaboration. Meeting co-sponsors include: LeadingAge New York, Home Care Association of New York State (invited), Community Health Care Association of New York State, and Mental Health Association in New York State.

The $8 billion MRT Medicaid waiver represents an important and vital re-investment in the transformation of the health care system. Through the DSRIP program, CMS will make funding available to safety net providers for delivery system reform and, in return, require providers to implement one or more projects from a pre-approved list designed to achieve the state’s goal of reducing potentially preventable hospitalizations.

DOH has indicated that collaboration with other health care provider organizations in their community will be an important emphasis of the DSRIP program, so eligible providers will need to develop proposals that identify and work with other health care providers to achieve DSRIP goals.

While “safety net provider” has not yet been defined for the purposes of DSRIP, hospitals that believe they may qualify or want to partner with a qualified organization are encouraged to send appropriate staff to our February 24 meeting with DOH.
