Justice Center Webinar on Jurisdiction and Delegation

HANYS and its Behavioral Health Task Force will host this webconference that focuses on the Justice Center's jurisdiction over programs licensed and operated by the Office of Mental Health (OMH) and Office of Alcoholism and Substance Abuse Services (OASAS), including dually licensed inpatient units, Comprehensive Psychiatric Emergency Programs, and clinics. The session will also focus on the Center's delegation authority for investigations.


What You Will Learn

In this webinar, members willlarn about Justice Center implementation from Jeff Wise, Executive Director, and Davin Robinson, Chief of Staff, who will also discuss the Center’s jurisdiction and delegation authority. Members will be able to to ask questions.

The Justice Center began operations on June 30, 2013. New York created the Center in the Protection of People with Special Needs Act (PPSNA) to establish standards and practices for protecting those in the state with special needs. The Justice Center’s role is to act as both a law enforcement agency and as an advocate for people with special needs. It is staffed 24-hours a day, seven days a week by employees who receive reports of allegations of abuse and neglect of people with special needs. Once a report is received by its Vulnerable Persons Central Register Hotline, it is logged and assessed. Dually-licensed hospitals must comply with several provisions of the PPSNA including completing code of conduct forms; reporting any suspected cases of abuse, neglect, or significant incidents; and consulting a staff exclusion list before hiring.

Now that the Center has been in operation for a year, this webinar presents members with an opportunity to voice their concerns and questions.
