HANYS Urges CMS and ONC to Modify “Meaningful Use” Proposals

Today, HANYS submitted official comments on the recently released, proposed regulations that would establish Stage 2 of the Medicare and Medicaid Electronic Health Record (EHR) Incentive (“meaningful use”) Program.  HANYS’ comments urge the Centers for Medicare and Medicaid Services (CMS) and the Office of the National Coordinator for Health Information Technology (ONC) to make a number of modifications to the proposed regulations to improve the implementation timelines of the major components of the program:  staging, clinical quality measurement and systems certification. 

The timeline improvements, among other changes recommended by HANYS, would lead to greater eligible provider participation in the meaningful use programs.  HANYS commended CMS for maintaining the basis of the “core and menu” concept that allows for a degree of flexibility in programmatic design.
