Statement by Bea Grause, President of HANYS, Regarding the New ACA Repeal Bill

The House Republican plan to replace the Affordable Care Act (ACA), called the American Health Care Act, would be disastrous for New York. It would threaten health coverage for millions of New Yorkers, create a fiscal crisis for the state, and burden hospitals and health systems with fewer resources and more uninsured or underinsured patients. The proposal would also destabilize insurance markets, driving up costs for all consumers.

This proposal would change the Medicaid program from an entitlement to a per-capita capped program designed to reduce federal funding and support for New York’s Medicaid program. This would shift costs to state and local governments, forcing them to reduce services or increase taxes or both.

Although GOP leaders have not released official coverage projections for the American Health Care Act, we believe this package would be unable to meet HANYS’ core priority that any proposed ACA replacement package must ensure continuity of coverage and care through access to a robust healthcare delivery system. HANYS remains steadfast in our position that the progress that has been made to benefit New Yorkers through ACA’s expanded coverage should not be threatened.

In addition, the plan would undermine the progress hospitals have made to improve healthcare, as the stable and sufficient resources needed to support providers in maintaining access to care would be jeopardized.

We are urging the New York State Congressional Delegation to reject this proposal. We will continue to work with the American Hospital Association and others to protect access to quality healthcare.
