Sandi Toll Joins the Healthcare Association of New York State as General Counsel

ALBANY, N.Y. — Healthcare Association of New York State (HANYS) President Bea Grause announced the appointment of Sandi Toll as HANYS’ new General Counsel. Ms. Toll was most recently First Assistant Counsel to Governor Andrew Cuomo.

“We are delighted to welcome Sandi Toll to HANYS,” said Ms. Grause. “The Association’s efforts to support New York’s healthcare system will benefit greatly from her experience in healthcare law and state government. Her entire career is a testament to her commitment to making a positive difference in people’s lives.”

Ms. Toll served as First Assistant Counsel to the Governor beginning in July 2015, after serving nearly two years as Assistant Counsel to the Governor, where she advised the Governor and policy staff on legal matters related to a variety of health issues.

Before that, Ms. Toll was a partner at the law firm of Jenner & Block LLP in Chicago, Illinois and was a member of the healthcare litigation and complex commercial litigation practice groups. In this role, she represented clients on healthcare fraud and abuse matters, and supervised and conducted internal investigations. While at Jenner & Block, she was named an Illinois Super Lawyers “Rising Star” in healthcare. She also maintained an active pro bono practice, including representing clients asserting civil rights violations, clients facing the death penalty, and clients seeking habeas relief.

Ms. Toll began her career as an elementary school teacher (second grade) in Compton, California from 1997 to 1999 as part of Teach for America.

Ms. Toll has a J.D. magna cum laude from Loyola University Chicago School of Law and Bachelor of Science degree with Distinction from Cornell University.

Ms. Toll replaces former General Counsel Mark Thomas, who has retired after many years of service at HANYS.
