CMS Considering Case Mix Changes to SNF PPS

On May 4, the Centers for Medicare and Medicaid Services (CMS) published an advance notice of proposed rulemaking (ANPRM) seeking public comment on making substantial revisions to the Skilled Nursing Facility Prospective Payment System (SNF PPS) case-mix methodology. The deadline for public comments about the ANPRM are due to CMS by 5 p.m. on June 26, 2017. Case mix changes being considered by CMS include:

• the SNF PPS base rate and components;

• case mix classifications for therapy, nursing, and other non-therapy ancillaries;

• use of the Minimum Data Set (MDS), assessments and scheduling, and new data items;

• replacing Resource Utilization Groups, Version 4 (RUG–IV) with a new model called the Resident Classification System, Version I (RCS–I);

• plans for implementing RCS-I, and

• policy changes to complement implementing the RCS–I.
