Tell your legislators: Protect critical healthcare services. Cancel the 340B carve-out

Use our briefing sheet to engage your state legislators about the importance of the 340B Drug Pricing Program and the negative impact the carve-out would have on the critical services made available to your community using 340B savings. Educating your state legislators now about the harmful impacts of the 340B carve-out will help ensure this issue stays front and center heading into the 2023 legislative session.


House Dems elect Hakeem Jeffries as Minority Leader

Rep. Jeffries will succeed Rep. Nancy Pelosi as the party’s leader in the House of Representatives when the new 118th Congress convenes in January. HANYS congratulates Rep. Jeffries on his new role and looks forward to continuing our strong working relationship with him on behalf of New York’s hospitals and health systems.


State legislative activity

Last week, the following bills of interest were approved by Gov. Hochul:

  • Medical debt liens and wage garnishment (Chapter 648 of the Laws of 2022);
  • Closure and/or decertification of assisted living residences (Chapter 325 of the Laws of 2022);
  • Occupational therapy services without a referral (Chapter 601 of the Laws of 2022); and
  • Non-invasive prenatal testing (Medicaid) (Chapter 650 of the Laws of 2022).

The following bills were vetoed by Gov. Hochul:

  • Maternal mental health workgroup (Veto No. 80);
  • Primary care reform commission (Veto No. 55); and
  • Early intervention rate review (Veto No. 74).

DOH: All pregnancy-related deaths due to mental health conditions are preventable

The finding comes from a comprehensive review of 2018 pregnancy-associated deaths in New York state and was highlighted in a brief on perinatal mental health — the first in a series offering recommendations to raise awareness, reduce stigma and provide education on prevention strategies and resources to reduce mental health-related causes of maternal mortality.
