Pay and Resolve: Advocacy continues with new op-ed

In a new op-ed, HANYS and GNYHA urge Albany lawmakers to advance “Pay and Resolve” as part of the SFY 2023-2024 budget proposal. "There’s no good reason — only greed — for health insurers to continue to put each and every claim for emergency care through review processes that delay when hospitals get paid," said HANYS President Bea Grause and GNYHA President and CEO Kenneth E. Raske. We encourage our members to share this message and continue to advocate for this important proposal.

What trustees need to know about complex case discharge delays

Hospitals across New York and the nation have reported an alarming rise in patients who become caught in limbo in emergency departments and inpatient units for weeks, months and even years after they are medically ready for discharge. State legislative activity update

Last week, Gov. Hochul signed the following chapter amendments into law:

  • Prohibition on certain health plan contract provisions (Chapter 95 of the Laws of 2023)
  • Legal protections for abortion providers (Chapter 101 of the Laws of 2023)
  • Notification of changes to the model contract with Medicaid managed care providers (Chapter 100 of the Laws of 2023)
  • Coverage for, and notice to insureds of, colorectal cancer screenings (Chapter 78 of the Laws of 2023)
  • Support of living organ donation (Chapter 66 of the Laws of 2023)
  • Prescription price transparency (Chapter 63 of the Laws of 2023)
  • Infection control and updates in residential health facilities (Chapter 20 of the Laws of 2023)
  • Required training for home health and nurses aides (Chapter 81 of the Laws of 2023)
  • Restrictions on nurses for consecutive hours worked (Chapter 27 of the Laws of 2023)

President Biden highlights priorities in budget proposal

Full details of the administration’s FY 2024 proposal are expected Monday, but Biden highlighted his priorities this week, including a plan to keep Medicare solvent without cutting the program. Next week will kick off the federal appropriations process and budget-related hearings on Capitol Hill. The president’s budget sheds light on his administration’s policy priorities but is not expected to be signed into law in its entirety.


CDC issues alert of measles at large gathering

An individual with measles attended a gathering of 20,000 people from across the U.S. while infectious Feb. 17-18, the Kentucky Department for Public Health confirmed. Details about the gathering and recommendations for healthcare providers are available on the CDC website.
