Delay in Voluntary Foster Care Agency transition to Medicaid managed care

As part of the Children’s Medicaid System Transformation, New York is delaying the carve-in date to Medicaid managed care for Voluntary Foster Care Agency servicers and the foster care population from Feb. 1, 2020, to July 1, 2020. This is to allow more time for the completion of remaining activities, including contracting between managed care plans and VFCA providers.

The following components of the VFCA Medicaid managed care transition will take effect on July 1, 2020:

  • Public Health Law Article 29-I Licensure becomes effective for VFCAs;
  • Core Limited Health Related Services and Other Limited Health Related Services provided by Article 29-I VFCAs are added to the Medicaid Managed Care Benefit Package; and
  • Children/youth placed in foster care with a VFCA are no longer excluded from enrollment in Medicaid managed care.
