Health Emergency Preparedness Coalitions

New York’s four Health Emergency Preparedness Coalitions outside of New York City are focused on integrating and coordinating emergency support function activities as they apply to healthcare and public health emergency planning and response. They are led by the DOH regional office director, regional office staff and DOH staff.

  • Capital District Region | Capital District sub-region and North Country sub-region
  • Central New York Region | North sub-region and south sub-region
  • Metropolitan Area Office | Long Island sub-region and Lower Hudson Valley sub-region
  • Western Region | Western New York sub-region and Finger Lakes sub-region

New York City Health Care Coalition
NYCHCC brings together healthcare and non-healthcare partners into a single, coordinated emergency planning and response entity focused on communication, planning and response through coalition resources.

Healthcare Training Centers

Healthcare Training Centers are grant-funded entities tasked with the identification, coordination, development, delivery, and/or evaluation of emergency preparedness training for members of a HEPC. There is an HTC assigned to each of the four HEPCs.

Interoperable Communications Drill

Facility Evacuation Planning Application
FEPA is a planning tool to help healthcare facilities develop and maintain planning information for evacuations. It is an all-hazards planning tool for all New York state healthcare facilities.

Comprehensive Emergency Management Plan training for nursing homes
This online training is designed to provide personnel at nursing homes and adult care facilities with the tools needed to develop an effective and Comprehensive Emergency Management Plan.

Evacuation of Facilities in Disasters Systems Training
eFINDS is a DOH patient and resident tracking application on the Health Commerce System. Training on eFINDS, including how to register and update patient and resident location information during a facility evacuation or during planning drills and exercises, can be accessed through the DOH Learning Management System.

These training sessions are offered by the NYS DOH Health Commerce Training Institute. You will need an LMS account to access them.
